Background

Caerphilly County Borough Council act as a procurement lead on behalf of all 22 Councils across Wales in conjunction with Welsh Government. PTG was successfully established on Caerphilly CBC’s EdTech Dynamic Purchasing System (DPS) and specifically Lot 3 covering Teaching and Learning Tools. The objective of the DPS is to provide consistent access to a range of digital infrastructure, tools and resources that can support and assist the transformation of digital classroom practices.

Challenge

Caerphilly CBC in conjunction with Welsh Government was tasked to procure 99,000 headphones and 32,000 accessories for school children ranging between the ages of 7 and 14 years. The products were required to be:

-Robust

-Compliant with COVID Health and Safety

-Cost effective

-Value for Money

It was imperative that the headphones had to be fully deployed to all 1,500 schools by the end of June 2021. Set against a backdrop of severe product constraints this posed a challenge.

Solution

Following consultation, our Public Sector team submitted a competitive bid which was successful due to several factors, namely, meeting product specification, sample approval, competitive pricing, and product availability.

The PTG team worked closely with Caerphilly CBC in order to meet their requirements ensuring that the project was completed ahead of schedule. Weekly account management meetings were conducted via Microsoft Teams with relevant Caerphilly CBC stakeholders and this resulted in efficient and effective communication throughout project delivery.

Being awarded the contract meant that PTG successfully distributed essential learning technology to almost 1,500 schools across Wales, spanning 22 councils. The deployment included several personal deliveries too!

Jessica Thomas, Principal Procurement Officer, Caerphilly CBC.
